Providence Living is pleased to announce the appointment of Fred Horne as the new Chair of the organization’s Board of Directors, effective March 13, 2026.

Previous Chair Tony Baena served in the position since July 2023 and Director since August 2018.  He will continue to contribute to the organization as a Director.

“For the past eight years, I have had the privilege of witnessing Providence Living take giant steps forward in the delivery of its Mission,” says Mr. Baena.

“The organization’s contributions – the amazing work done by staff, medical staff, volunteers, the Senior Leadership Team – have been acknowledged by the provincial government, the Ministry of Health and our BC health authority partners. They have resulted in increased confidence in our Catholic health care Mission, and in unprecedented investment for our projects, programs and people. I want to thank my exceptional board colleagues over the past eight years for their amazing support and wisdom as we’ve guided the organization through challenges and opportunities alike. My personal and growing professional commitments outside of the organization have presented this opportunity for a change at the Chair level and I am ever so grateful that Fred has stepped up to lead the Board of Directors. I look forward to continuing to contribute as a community Board member going forward.”

Mr. Baena added that Mr. Horne’s appointment ensures consistency and continuity of leadership at the Board level.

“Tony’s leadership has been integral to strategically positioning Providence Living to lead BC in providing innovate solutions that support better care and better quality of life for seniors living in both facilities and the community,” says Mr. Horne. “I join with the entire Board in extending our appreciation to Tony for his service as Chair.  We are delighted he will continue as a Director.”

Fred Horne is a Canadian health policy consultant and former Alberta Minister of Health.

A frequent speaker and panelist on health system issues, he is Senior Advisor at Ottawa-based 3Sixty Public Affairs and Past Chair/Director of Mohawk Medbuy Corporation, a national, not-for profit shared services organization serving the health sector.  Mr. Horne serves as Adjunct Professor at the University of Alberta’s School of Public Health and volunteers his time to support policy education and patient engagement initiatives across the country.  His career in health policy spans over thirty-five years.

Mr. Horne was appointed Don Johnson Fellow-In-Residence of the C.D. Howe Institute in May 2025 and serves as Co-Chair of the Institute’s Health Policy Council.  He has served as a Director of Providence Living since 2017.

Tony Baena joined the Providence Living Board in August 2018. He has more than 30 years of experience in finance, accounting, human resources and operations in both the public and private sector.

Most recently, Mr. Baena spent the last 13 years working in private pay and funded seniors housing and care. He chose to work in the seniors’ industry because he has a deep respect for what seniors have contributed to the country and to society. He believes that seniors deserve to live in a safe, caring, active and fun place as they age. Outside of work, you can find Mr. Baena learning, reading, exercising and traveling.
